Healthy Energy Homes: Retrofitting Indigenous Housing for Climate Resilience and Cost Savings

May 25, 2026 · 2 min read

In December 2025, Canada's Climate Institute released research proposing an innovative 'Healthy Energy Homes' policy lens for Indigenous housing. The framework addresses a critical gap: Indigenous communities face disproportionate housing challenges, and current retrofit programs often don't account for the specific climate, geographic, and cultural contexts of Indigenous territories.

The Healthy Energy Homes approach combines energy efficiency retrofits with climate adaptation measures. For northern and remote communities, this means addressing both the immediate need for warmer, more efficient homes and the longer-term challenge of climate change impacts on housing infrastructure.

For Band Councils and housing authorities, this represents an opportunity to reframe housing retrofits as integrated climate and economic strategy. Retrofitted homes reduce energy costs, improve health outcomes, and build community resilience—all while creating local employment in skilled trades.

XNM's Housing and Infrastructure Consulting team helps communities develop retrofit strategies that align with this emerging policy framework. We work with leadership to:

• Assess current housing stock and retrofit priorities • Align retrofit projects with climate adaptation goals • Identify funding sources that support integrated approaches • Build local capacity in energy efficiency and retrofit trades • Document outcomes to support future funding applications

Key elements of a successful retrofit strategy:

• Community engagement in identifying priority homes and needs • Integration of traditional knowledge with modern efficiency standards • Local hiring and skills development in retrofit trades • Long-term maintenance planning and community ownership • Documentation of health, cost, and climate outcomes

The Healthy Energy Homes framework is still emerging, but early adoption positions communities to shape how this policy develops. XNM's Strategic Advisory and Community Development services help Nations move from housing challenges to housing solutions that serve multiple community priorities simultaneously.
